Entry into this Manager-level position typically occurs through advertised merit-based competitions open to qualified Government of Canada employees and, in some cases, the public. Candidates must meet the essential qualifications, which usually include several years of HR experience, demonstrated supervisory or management experience, and knowledge of federal HR frameworks. Common pathways include lateral moves from other HR positions within the Public Service at the Specialist or Advisor level, or promotion from HR Officer or Coordinator roles with sufficient progressive experience. Some candidates transition from related management positions in other government departments. The Public Service Commission manages recruitment and staffing processes. The Government of Canada also offers development programs such as the Federal Student Work Experience Program (FSWEP) and the Post-Secondary Recruitment (PSR) initiative, which can provide pathways to permanent employment for recent graduates. Internally, employees may apply for Manager-level positions through internal competitions or be identified for accelerated development programs focused on management readiness.

Part-Time Options

Part-time arrangements for Manager-level positions are generally limited due to the responsibilities of supervising staff and managing programs; however, flexible work arrangements may be available depending on operational needs and collective agreement provisions. Remote work and hybrid work models have become more common in federal HR roles since 2020. Many organizations within DND offer hybrid arrangements allowing managers to work from home on certain days while maintaining in-office presence for team supervision, meetings, and collaboration. The specific flexibility available depends on the program's operational requirements and your department's workplace renewal policies. You should discuss specific work arrangements during the competition process or with your hiring manager, as accommodations are made based on business needs and collective agreement entitlements. Term positions and assignment opportunities may also offer different work arrangement options compared to indeterminate (permanent) positions.
