Overview

As an Other Human Resources (HR) Programs Advisor in the Department of National Defence (DND), you will provide specialized expertise in the design, delivery, and management of human resources programs and initiatives. You will work within the HR function to support organizational objectives through strategic program development, policy analysis, and implementation of HR solutions that affect civilian employees across DND. This role involves collaborating with HR partners, managers, and employees to identify program needs, develop recommendations, and ensure effective service delivery. Your day-to-day responsibilities will include analyzing HR program requirements, developing implementation strategies, providing advice to stakeholders on program administration, and monitoring program effectiveness. You may work on initiatives related to recruitment and staffing, employee relations, learning and development, compensation and benefits administration, or other specialized HR programs depending on your assignment. You will gather data, prepare reports and briefing materials, and communicate findings to senior management and program clients. You will work in a professional office environment, typically at DND headquarters or regional offices, collaborating with colleagues across multiple departments and levels. The role requires strong communication skills, the ability to manage competing priorities, and a commitment to supporting the military and civilian workforce. You may occasionally participate in meetings, consultations, and working groups that involve travel within Canada.

Training

To be successful in this role, you typically need a bachelor's degree from a recognized university. Preferred fields of study include human resources management, business administration, public administration, or related disciplines. Some competitions may accept equivalent work experience in human resources or related fields in place of formal education. While not always required for entry, professional certifications such as the Canadian HR Professional (CHRP) designation or similar credentials are valued and can support career advancement. DND provides ongoing professional development opportunities, including formal training programs, online learning through platforms like LinkedIn Learning, and support for pursuing professional certifications. Many employees pursue development in specialized HR areas such as labour relations, compensation, recruitment, or organizational development. Bilingualism (English and French) is an asset for many positions and may be required depending on the specific role and location.
